This shot is so strong and as soon as I saw it in my deviations box, I had to click. From the small view in the message area the photo does not seem to show any signs of water, rain drops, etc. As soon as I full-viewed the image I was somewhat disappointed. I think there is definitely something to be said about the water layer and that it IS an interesting effect, but I don't believe it suits the image well.
Truthfully, I believe had there been no water-raindrop layer atop the photograph, it would had been a much more reflective and clean image. The water is distracting and almost cliche in the sense that it is made (whether if you intended this or not) to look like a tear falling from her eye.
I think you should upload the original image (or the one without the water layer). I would love to see how much of a different perspective can be taken when there is no water or tear-like distractions. Don't get me wrong; this image is beautifully executed and will be in my favourites, but I think the image could have been more successful without the effect. (Unless there is no water layer and that was as you took the shot; through a glass that did have water/rain on it? For then it is a totally different image and I would definitely consider it to be tactically produced.)
On to the photo critique:
I love this photo. I think its very original, beautifully shot, it is technically well done, and emotionally well done. Looking at this picture makes me sad, which to me says that the overall effect of the picture has been very successful.
I think the idea behind this picture is very original, and you did such a good job shooting it, that I can't imagine someone doing a better job with it. I think the black and white choice was superb, and the brightness, contrast, and textures are all perfect!
The ONLY thing I would change about this picture is that I wish the drops of water weren't on the model's eyes. For some reason I feel it would've been better with her eyes being uncovered by the water droplets, but other than that, I want to say that this piece is very well done, and inspiring.
